this is an emotional night for people in the san bruno neighborhood devastated by tragedy exactly six months ago. >> tonight people affected by the pipeline disaster came together to remember. abc7's alan wang is here with the story. alan? >> in the months to come, we will see people dissecting mounds of paper work. they will be well versed in the anatomy of the pipeline. tonight it was about a neighborhood that wanted to get together and see each other again.

the neighbors gathered among 38 empty lots where their neighbor's homes once stood. six months to the day they remembered the eight neighbors killed. >> it is hard to believe it has been six months since our very tragic accident happened here in our wonderful neighborhood. >> reporter: he had his girlfriend in mind. jessica lynn morales died in the fire and he barely escaped. >> it is a hard struggle, emotional more than physical. >> it is a definite reminder of the evening. it is rough. >> reporter: visible scars mark the perimeter where firefighters fought back the flames. >> we got back to the engine and that's when the windshield and engine started to crack. we knew it was hot. >> reporter: this was the first time many have seen each other since the fire. and they say it has definitely

helped jump start the healing process. many of the pending lawsuits will rely on information gathered by the independent panel appointed by the california public utility's commission. the report is due in may. >> ntsb and the scientists, we need them. i can't tell you about maximum pressures and lines and 1955 lines versus 2008 audit reports. that comes from the experts. >> he is looking into possible criminal charges which could be leveled after the ntsb releases its final report due out sometime before the one-year anniversary of the explosion. but tonight it was just about neighbors getting back together again. the buzz was all about who is moving back and who is moving on. no ground has been broken yet, but some neighbors say they will be rebuilding within a few weeks. carolyn? >> alan wang reporting. thanks, alan. in san francisco, the first of dozens of accused criminals are being released

right now. so far prosecutors have dropped 56 cases because of possible police misconduct. abc7's leslie brinkly is live for us outside the jail. leslie? >> we have been there all nightlong and they are just starting to walk out in the last hour. that's the 36 suspects whose cases were dismissed today. they bawivegly get their personal -- they basically get their personal belongings and are free back out on the streets. this man says he got a get out of jail free card in the form of a letter. >> it said your case is dismissed due to the scandal of the police officer so your case is dismissed jie. so you are out? >> i am out. >> at the request of prosecutors the judge issued a mass dismissal of 36 cases, most drug arrests, but also some robberies. >> if we believe we do not have the evidence to prove a case beyond a reasonable are doubt, given the circumstances, what is going

on with the officers at this point, we are dismissing the case. >> the district attorney is making the right call. there is no way a case can be proven in court when you have these questions about the officer's credibility. >> the growing scandal includes eight san francisco police officers who allegedly conducted illegal searches and arrests revealed in a series of surveillance videos from south of market hotels. the officers have been reassigned to desk duty as the fbi and the d.a. investigate prompting the police chief to call for additional training for all plain clothed officers. >> to put together the training material to start immediately so i know everybody has been reminded of search and seizure and all of the other requirements necessary to operate in a transparent and lawful manner. >> it threatens police credibility in court as it could expand exponentially. >> if the d.a. takes the position that any case they touch, you are talking hundreds of cases that will be

dismissed. so there is a real public safety impact. >> the released of prisoners has been continued as the paperwork is processed. this was just released about 10 minutes ago. >> so my lawyer came up and stuff going on with the cops and i told him what happened. it was all information saying i knocked the guy down. it was crazy. >> so as you have heard and seen, there could be more of these cases dismissed in the coming days, and it could tally into the hundreds. president aring live at san francisco jail, leslie brinkley, abc news. >> thank you. a veteran prosecutor believes two corruption scandals could involve more police officers in contra costa county. three men face charges in cases ranging from stealing confiscated narcotics to

setting up drivers to be arrested for dui. the senior deputy district attorney told our media partner, the contra costa times, quote, there are more than just three people who are involved in this, end quote. the scandal could result in charges being dismissed against several drug-dealing suspects. berkeley police hope a $17,000 reward helps capture the killer of this man. he is berkeley's first homicide victim of 2011. he died after being shot yesterday afternoon behind a house on blake street near california street. detectives believe this is not a random shooting. the reward is being offered by the city of berkeley in conjunction with bay area crimestoppers. and police at uc berkeley are looking for a man they call a sexual predator. police say he exposed himself to a young woman walking near the life sciences building last night. as she tried to run away the man grabbed her, touched her inappropriately. the woman screamed and people came to help. the man ran away. he is described as a blackmail early 20s, 5 feet 10, 165

pounds. he was wearing a red baseball cap with a white emblem, black, puffy jacket and jeans. anyone with information is asked to call uc police. the carcass of a deer that might have been killed by a mountain lion was found near a school. it was discovered around 7:30 this morning near woodside school. they say there were tracks nearby that could have been left by a mountain lion. there have been a number of mountain lion sightings in redwood city and san mateo in the past four months or so. the lions are known to roam at dawn and at dusk and at night as well. residents are being warned to watch small children and avoid outdoor activities during those time periods. governor brown is asking lawmakers to delay a vote set for tomorrow. the governor is continuing to talk to republicans to try to convince them to allow a series of tax extensions to be placed on the june ballot.

protesters erupt in the state capital. the wisconsin senate voted to strip nearly all collective bargaining rights. >> they called them cowards as they rushed to take it without debate. they explain how it was done to keep it from passing. >> the wisconsin senate republicansy flekt tiffly did an end run. in an 18-1 vote they approved the controversial measure striping unions of bargaining rights. they did it with a legislative maneuver, by moving it from a budget bill, they bypassed the need for a square rum -- quarum. mark miller blasted the republican saying, quote, their disrespect for the people of wisconsin and their right is an outrage that will never be forgotten.

tomorrow the bill heads to the state assembly where it should pass easily. and the republican governor scott walker will sign it into law. those absent democrats are certain to return and the political furor is likely to grow. abc news. a continuersial sting operation crossed the head of the radio. a conservative activist releasing damaging video and the tea party. he thought he was meeting donors with the fundamental list muslim brotherhood. they are deciding whether to renew the federal funding. >> this shows that there are real serious problems at mpr. it is time to push big bird out of the nest. obviously it doesn't hurt when people do idiotic things. but there is nothing that replicates what public broadcasting provides.

>> so after he was forced out of his job, the head of mpr resigned as well. they are fighting the republican efforts to eliminate $400 million that goes to public broadcasting. a task force that was caught on tape saying he will be better off without federal under ifing. britain, france and u.s. lawmakers favor imposing a no-fly zone, but so far nato appears worried of doing so. libyan rebels want to see the u.s. and the western allies stop the military jets from attacking them. but one official said enforcing a no-fly zone would be, quote, a difficult, costly and large operation. a television crew described what happened when qaddafi loyalists captured them and staged a mock execution. >> handcuffed us and pushed me outside.

i hear those gun noises. they were getting ready. >> the journalists left libya after being held for 21 hours. the network says it will still cover the conflict in libya despite this attack. lawyers for the house of representatives will defend the ban on gay marriage now that the administration will not. the house panel voted to direct the house council to come up with a legal defense plan for the 1996 role. they told the justice department to stop defending the law because the white house believes it is unconstitutional. the house speaker says the law's constitutionality should be decided by a court and not by the president. a developing story from livermore where a man was stabbed to death in what police call a case of road rage. the incident happened on old first street just after 1:30 this afternoon. the victim was taken to eden medical center where he died four hours later. police ef ared a call while

they were at the hospital linking a suspect to the attack. he was taken into custody. police found the weapon on old first street which they believe was used in the attack. parents, teens and community groups met with san jose councilmember tonight to discuss the need for a city wide social host ordinance. there have been several alcohol-related driving fatalities that they represent since last september. the social host ordinance would hold adults responsible for providing alcohol and hosting under age drinking parties. >> it is a real problem. not only is it illegal, but the new research is showing that the teenage brain or the young person's brain is not fully developed until they are 25 years old. >> santa clara county adopted a similar law. it will fine them $1,000 for allowing underage drinking at home. statewide it is already illegal for adults to provide liquor to people under the age of 21.

forbes magazine says the world has 214 more billionaires than it did last year. executive carlos slim widened his lead. the fortune is estimated at $74 billion. bill gates and warren buffet follow with $56 billion and $50 billion respectively. oracle's larry ellis son is fifth on the list. let's focus on the weather. some rain and sounds like it is coming back our way. >> sandhya patel has the latest for us. >> some will wake up to the piter patter of rain drops. here is a view from the high definition emeryville camera. this is the way it looked today. the sunset at 6:11. and by this point most of the cloudiness stayed down and it had moved out of the area. it was a lovely sunset. the numbers in the 40s and the 50s. here are the highlights. a quick shot of rain tomorrow. a break comes on friday and more rain is expected late this weekend. so let's talk about the rain. san francisco so far this

month has received $.65 of an inch. the average march rainfall is over three inches. we have a long ways to go to get to the three-inch marker. when you look at seasons so far, the entire season all the way through, san francisco has got 19 inches of rain and the season average -- the season ends june 30th. we still have a few more months to go. it is to give you an idea how far behind we are. the temperatures were held down in some areas, but places like santa cruz and watsonville got into the low 70s. so still niece around parts of the bay area. the rain comes in with this system and that's not the only system. it is an active pattern here. active storm track. a few systems coming through over the next seven days. so we will go with some rain every few days or so. the morning commute, just some clouds. the rain starts to develop right around a 8:00 in the north bay and then it spreads.
